FBT for Employers NZ: Register, File and Work Related Vehicles

FBT for employers NZ is our hub for how fringe benefit tax sits on a Ltd, close company, or other employer that gives staff non cash perks. Inland Revenue (IRD) charges FBT to the employer, not the employee. Cash wages still go through PAYE. This page is the filing and records map, not a rate worksheet.

This page is for the 2026/27 tax year (1 April 2026 to 31 March 2027). It is for cafe owners putting a barista in a pool car, tradies with a sign written ute, and bookkeepers filing IR420 in myIR.

Employer checklist: register, elect, file, keep paper

Inland Revenue’s register for fringe benefit tax page says you register when you provide fringe benefits to employees. If you are already providing benefits and have not registered, backdate the registration, file the missed returns, and pay the FBT.

1
Confirm you have an employee for FBT
IRD’s FBT overview: employees include anyone entitled to salary, wages, lump sums or schedular payments, plus shareholder employees, major shareholder employees, past staff still getting perks, and future staff who have signed but not started. Sole traders and partnerships do not pay FBT on a business vehicle they use themselves: they make income tax and GST private use adjustments instead (IR409).
2
Register in myIR (or on IR334)
You need the IRD number, contact details, and the registration start date. If you want income year or annual returns, you also need last year’s gross PAYE and ESCT. You can register for FBT when you register as an employer. Paper path: Employer registration IR334, or call 0800 377 772.
3
File quarterly unless IRD has accepted an election
All employers can file quarterly: no election needed. IR420 is the quarterly return. Income year (IR421) is for close companies providing benefits to shareholder employees, if last year’s PAYE (excluding ACC earners levy) plus ESCT was $1,000,000 or less, or you only provide 1 or 2 vehicles to shareholder employees, or you were not an employer. Annual (IR422) is for ordinary employees on the same $1,000,000 test, or if you did not employ anyone. Late elections are not accepted: stay quarterly until year end.
4
Pay GST on the FBT return, not on the GST return
IRD’s GST for FBT returns page: GST is calculated in the FBT return on the taxable value of most benefits (value times 3 divided by 23). That GST is not included in your GST return. No GST on low interest loans, other financial services, international travel, or contributions to employee superannuation and life insurance. If you are not GST registered, leave the GST box blank. Employee contributions belong in the GST return and the income tax return.
5
Keep records for at least 7 years
IRD record keeping: keep all FBT records for at least 7 years after the end of the relevant income year. Name the employee. For vehicles: make, model, year, plate, cost or tax book value, days FBT applies, written private use restrictions, and 3 monthly checks. Unclassified benefits and gift cards need records even when the limit means no FBT is payable.

Quarterly due dates (default path)

If the due date falls on a weekend or public holiday, IRD gives you until the next working day. Annual returns (1 April to 31 March) are also due 31 May. Income year returns follow the company’s income tax payment due date.

Quarter Return period Due date
1 1 April to 30 June 20 July
2 1 July to 30 September 20 October
3 1 October to 31 December 20 January
4 1 January to 31 March 31 May

Trap: a logo magnet does not make a work related vehicle

FBT applies when a vehicle is available for private use, even if nobody drives it that day. The work related vehicle exemption only applies on days the vehicle meets every Inland Revenue test: mechanical power, gross laden weight 3,500 kg or less, permanent and prominent business identification (not magnetic or removable signs), mainly designed to carry goods or goods and passengers equally, and a written notice that it is not available for private use except home to work when that is a condition of the job, or incidental business travel. Utes and extra cabs can qualify, but only if all tests are met. Passenger cars generally do not. If the ute is available on Saturday, Sunday or a public holiday, FBT applies on those days even if it sits in the driveway. Do 3 monthly checks and keep the letter.

What counts as a fringe benefit

IRD’s types of fringe benefits page lists motor vehicles available for private use, low interest loans, subsidised transport, employer contributions to employee funds and schemes, unclassified benefits (free, subsidised or discounted goods and services), and gift cards. Someone else can provide the perk on your arrangement and you can still have the FBT bill.

Vehicles

Available for private use. Emergency call outs and some business travel of at least 24 hours away from home can be exempt if you keep the extra records. A vehicle in the shop for a full 24 hours is not available.

Unclassified and gift cards

FBT starts once the taxable value is more than $300 per employee in a quarter, or $1,200 in an income year or annual period, or more than $22,500 across all employees. If a limit is blown, you pay on the full amount that fails the test, not only the excess.

Loans, transport, insurance

Low interest staff loans, subsidised transport, and employer contributions to funds, insurance and superannuation schemes are separate categories with their own records. Cash salary, wages, interest and dividends are not FBT.

Source: Inland Revenue types of fringe benefits, motor vehicle exemptions, and limits for unclassified benefits and gift cards. GST on vouchers as a supply is a different clock: GST on vouchers and gift cards. Claiming GST on a business car is not FBT: GST on motor vehicles and claim GST on a car or home office. Staff meals and functions often sit under GST on entertainment expenses.

Pull highlight: A fringe benefit day starts at midnight. IR409’s example: send the car home at 5pm and get it back at 8am and you have used two FBT days. Occasional overnight trips are not a free pass.

Two clocks: PAYE on cash, FBT on the perk, GST on the FBT return

Do not park a company car on a payslip as extra wages unless it is actually cash. Do not put FBT GST into the ordinary GST return. Everyday plus GST invoices still sit on the GST Guide NZ hub. Expense records more broadly sit in Business and Expenses GST. Associated persons GST is a different topic: associated persons GST. First GST decisions still start at the GST Basics Guide.

Use case: Hamilton plumbing Ltd

Situation: Hypothetical Ltd gives a plumber a double cab ute with a magnetic door sign, parked at home every night, no written restriction letter. FBT: available for private use. Magnetic signs fail the permanent identification test. Home to work is private unless the written work related vehicle tests are all met. Action: permanent signwriting, written notice of the days it is not available, 3 monthly checks, register for FBT in myIR if not already on, file IR420, keep records 7 years. For the dollar figure on that quarter, use the FBT calculator. Tradie GST on invoices is separate: GST for tradies NZ.

What people get stuck on

PersonalFinanceNZ and r/LegalAdviceNZ threads keep mixing actual kilometres with availability. Inland Revenue taxes days the vehicle is available, not only days it was driven. A sole trader using their own ute is not on FBT for that private use: IR409 sends them to income tax and GST adjustments. A Ltd that lets a shareholder employee take the same ute home is in FBT unless a valid exemption or opt out election in IR409 applies.

Geekzone threads that treat magnetic signs or “incidental supermarket stops” as a full exemption do not match the live work related vehicle tests. Australian novated lease EV FBT exemptions on Medium are not New Zealand law. Xero novated lease help that talks about the ATO is not an IRD return. Forum claims that FBT is 49% of the weekly lease payment are wrong: valuation follows IR409, not the lease instalment. Contractor versus employee labelling is a different trap: contractors vs employees.

Frequently asked questions

Do sole traders pay FBT on their own work ute?

No. IR409 says sole traders and partnerships do not pay FBT on business vehicles they use privately. They make income tax and GST adjustments for private use instead. Once the same vehicle is available to an employee of a company, FBT can apply.

Is a sign written ute automatically exempt from FBT?

No. Permanent business identification is only one of Inland Revenue’s work related vehicle tests. You also need the design test, the 3,500 kg test, a written private use restriction, and the exemption only covers days the vehicle is not available for private use. Magnetic signs do not count.

Does GST on FBT go in my GST return?

No. Inland Revenue calculates GST in the FBT return (value times 3 divided by 23 on most taxable benefits). That GST is not included in the GST return. Employee contributions toward a perk do go in the GST return.

Can I file FBT once a year instead of each quarter?

Only if Inland Revenue has accepted an election. Quarterly is the default. Annual returns are for ordinary employees when last year’s PAYE (excluding ACC earners levy) plus ESCT was $1,000,000 or less, or you did not employ anyone. Existing employers must elect by 30 June. Late elections are refused and you stay quarterly until year end.
