Safe Harbour Under $60,000
Safe harbour under $60,000 is accountant shorthand for when Inland Revenue starts use of money interest on the standard option. If residual income tax is less than $60,000, interest is charged or paid from the day after the end of year tax due date, not from each instalment date.
Inland Revenue’s live interest page does not print the words safe harbour. It prints the $60,000 residual income tax test. Residual income tax of $60,000 or more is the other band. Exactly $60,000 sits in that other band. The nickname is useful. The figure on the assessment is what counts.
Does this year’s residual income tax actually sit under $60,000?
Work through these checks before you assume the later start date applies.
Residual income tax is defined on what residual income tax is. Who pays and which option you elect stay on the provisional tax hub. Split last year’s figure into dates on the provisional tax calculator.
From the 2022/23 year
IR289: you will have use of money interest applied from the terminal tax due date even if the provisional tax payments are not made in full and/or on time. Late payment penalties will still be charged on late payments.
What the $60,000 test is, and what it is not
| This is the test | This is not the test |
|---|---|
| Residual income tax less than $60,000, on the standard option | GST taxable supplies of $60,000 in 12 months. That registration line is on the GST 60k threshold guide |
| Interest starts the day after the end of year tax due date | A rule that cancels instalments. You can still owe late payment penalties if a required instalment is late |
| From 2022/23, missed instalments do not push the UOMI start date forward to May | A rule that survives a switch to estimation. Estimation interest can run from each instalment date. Detail: estimation method and UOMI risk |
| Inland Revenue will not charge or pay interest if you under or overpay by $100 or less | The $5,000 residual income tax line that first puts you into provisional tax |
If residual income tax is $60,000 or more and you have paid all but the final instalment in full and on time, Inland Revenue charges or pays interest from the day after the final instalment date. For a 31 March year that final date is 7 May. That is a start date for interest. It is not a new due date that wipes the 7 February or 7 April terminal tax date.
Two different $60,000 lines
Geekzone and Quora threads treat $60,000 as GST turnover. Safe harbour under $60,000 is residual income tax. A cafe can be GST registered on sales and still sit under $60,000 residual income tax, or the other way around after a big profit year with little PAYE credit.
Use case: Napier builder, labelled
Situation: a March year on the standard option. Last year’s leftover tax was over $5,000 so instalments sit in myIR. This year’s residual income tax is expected under $60,000. Interest: Inland Revenue starts use of money interest from the day after the end of year tax due date. Action: still pay the August, January, and May amounts if they are due, because late payment penalties can still apply. Do not click estimate just to “fix” a cash month.
What people mix up
PersonalFinanceNZ asks whether a year that lands over $60,000 residual income tax means all three instalments collapse into one May payment. Inland Revenue still uses the standard instalment dates. Crossing $60,000 changes when interest starts, not whether myIR can show three dates. IR289’s ABC Ltd example is the other band: residual income tax $66,000, only the first $8,000 third paid on time, interest then runs on the shortfall.
Older blogs still say you must pay every standard instalment on time to keep the later start date. That was the rule before the 2023 income year. Inland Revenue: before the 2023 income year, interest on late instalments started the day after the missed or underpaid date. From 2022/23, residual income tax under $60,000 on the standard option starts from the terminal tax due date even if those instalments were short. Tax Administration Act 1994 s 120KE is the section QB 23/05 names for that concession.
A 7% or 9.21% interest quote is stale. Inland Revenue points you to the live penalties page for the current daily rate. Do not treat a 2020 crypto example, or a $50,000 individual only rule, as the 2026 test. From the 2018 income year the $60,000 line applies to individuals and non individuals on the standard option.
Frequently asked questions
Is safe harbour under $60,000 the same as the GST $60,000 registration line?
No. Inland Revenue’s provisional tax interest page tests residual income tax. Less than $60,000 starts interest from the day after the end of year tax due date on the standard option. GST registration looks at taxable supplies of $60,000 in a 12 month period. Those are two different $60,000 tests.
If residual income tax is under $60,000, can I skip provisional tax instalments?
Do not treat it as a free skip. IR289: from the 2022/23 year, use of money interest still starts from the terminal tax due date even if instalments were late or short. Late payment penalties will still be charged on late payments. QB 23/05 says the same: the use of money concession does not extend to late payment penalties.
If residual income tax is exactly $60,000, do I still get the later start date?
No. Inland Revenue splits the standard option at residual income tax of under $60,000, and residual income tax of $60,000 or more. At $60,000 or more, interest is charged or paid from the day after the final instalment date if the other instalments were paid in full and on time.
